Marsh prepares to enter Bahrain's captive insurance market

Marsh is preparing to introduce captive insurance management services in Bahrain, in a move that would make it the first international broker to offer the service in the Kingdom and expand access to alternative risk-financing options across the Gulf.

The planned expansion comes as businesses across the Gulf Cooperation Council (GCC) face increasingly complex exposures, including supply chain disruption, cyber threats and rising healthcare and employee benefit costs. Captive insurance allows organisations to establish their own insurance arrangements, giving them greater control over how certain risks are financed and managed.

Marsh already operates across Bahrain, Qatar, Saudi Arabia and the United Arab Emirates. Its wider business provides insurance broking, risk management and specialist advisory services in 130 countries, generating annual revenue of $27bn and employing more than 95,000 people.

The Bahrain offering will be overseen by Marcin Antosik, captive regional leader for the Middle East at Marsh, who is responsible for the firm’s captive services across the region.

The company has an established presence in the Gulf’s captive insurance market, having become the first international broker to receive a captive insurance licence in Dubai in 2008, followed by Abu Dhabi in 2018.

The announcement was made at the fourth edition of Gateway Gulf, held at the Four Seasons Hotel Bahrain Bay on 1–2 November 2026. Organised by the Bahrain Economic Development Board (Bahrain EDB), the event brought together international investors, business leaders and policymakers under the theme ‘Reimagining Global Partnerships, Powering Sustainable Growth’.

Bahrain EDB is responsible for attracting investment into the Kingdom and supporting its investment environment. Its priority sectors include financial services, manufacturing, logistics, ICT and tourism.

Marsh Bahrain & Kuwait CEO Noor Al-Haji said the Kingdom’s regulatory environment and the region’s economic diversification made it an important market for captive insurance.

She said, “Bahrain’s position as a well-regulated financial center, combined with the region’s continued economic diversification, makes this an important milestone for Marsh and for the wider captive insurance market in the Gulf. As businesses across the GCC pursue growth in an environment shaped by stronger non-oil investment, evolving regulation and increasingly complex risks – from supply chain disruption and cyber exposure to healthcare and employee benefit cost pressures – captive insurance is becoming a more strategic tool for financial resilience.”

Bahrain EDB executive director of financial services Dalal Buhejji added that Marsh’s expansion reflected the Kingdom’s position as a destination for international professional services firms.

She said, “Marsh’s presence in Bahrain reflects the Kingdom’s strengths as a destination for international professional services firms, supported by a business-friendly environment, a robust financial services sector and access to markets across the GCC. As businesses navigate increasingly complex risks, the expertise of global risk advisory and insurance firms such as Marsh supports the resilience and growth of the wider business community.”

Marsh captive regional leader for the Middle East Marcin Antosik said demand for alternative risk-financing arrangements was growing across the Gulf.

He added, “Marsh’s captive solutions continue to grow across the Gulf region, as clients seek more sophisticated risk-financing options that offer greater control, flexibility and certainty in an increasingly complex risk environment. We look forward to helping organizations across the region use captive solutions to protect against emerging exposures and future shocks.”
